Aug 5, 2004: Communist Vietnam, which tightly controls access to the Internet within its borders, has formed a special police unit to investigate online crime and curb distribution of banned publications in cyberspace, state media reported.
Hanoi has formed a police force to combat online fraud, "cheating or gambling via the Internet, and saving and distributing banned publications on the Internet," state-run Vietnam News reported on Wednesday.


Jun 20, 2004: According to local news sources the Vietnamese government is considering implementing a sports lottery to combat illegal betting on football.
The Saigon Times Daily reported that although sports betting is banned in Vietnam, the underground football market is thought to gross "sales" of up to billions of dong.
Football betting has become more popular since international matches, such as the English Premier League, Italian Series A and Spanish Liga, have been shown live on local TV.


Jan 15, 2003: Rimpac Resources Ltd. has signed up a network of 815 Internet Cafes in Vietnam as affiliates to assist in the promotion and sales of e-lottery tickets at www.InternetLOTO.com web site.

July 18, 2002: Rimpac Resources Ltd., a Nevada corporation, has announced the grand opening of its Internet Lottery marketing and business development office in Ho Chi Minh City, Vietnam.
The Vietnamese staff is working closely to develop alliances with various Internet cafes and licensed casinos to promote and market the InternetLOTO.com Web portal, where qualified players may purchase e-lottery tickets to win large weekly jackpots.
Rimpac hopes to build a strong relationship with gaming partners, ticket distributors and lottery players. InternetLOTO.com allows players to purchase e-tickets online to win jackpots offered by various state and government sanctioned lotteries.

February 20, 2002: According to news reports, foreigners in Vietnam could soon have access to a wider range of gaming opportunities under a new proposal from the Ministry of Planning and Investment.
Foreign-owned enterprises may get the nod to offer computer-based gaming, but only under strict conditions. A trial of the initiative wrapped up last year in Hanoi, Hai Phong, HCM City and Quang Ninh Province.
Foreign-invested enterprises are the only ones able to benefit from the proposal, and they must have facilities to offer this type of gaming.
The MPI also wants to regulate the equity of the ventures taking part in this field and control the star-rating of the hotels which have gaming rooms. Aspiring licences must also have investments in golf courses, hotels or other entertainment fields. Any venture with investments in other fields will not be licensed.
Firms hoping for a licence must also ensure security and safety for their customers and use standard coins in the gaming machines. Provincial people's committees and the management boards of industrial zones won't be allowed to licence businesses offering computer gaming.
Licence assessment and procedures will be conducted according to Decree 24/2000/ND-CP, under the criteria for group A. Foreign residents of Vietnam and Vietnamese holding foreign passports or living overseas but immigrating to Vietnam will be eligible to take part in computer gaming.
But the draft only relates to computer gaming offering prizes for winners, and does not apply to casinos. Domestic firms cannot get licences for this field as the Government does not want to encourage this trade.
The provinces of Lao Cai, Lang Son, which are close to the Chinese border, and Tay Ninh, which borders Cambodia, have already submitted plans to the MPI to develop computer gaming. Last year's trial saw each locality set up their own regulations to manage the trade. But this resulted in difficulties for the authorities who need to supervise the field and keep track of turnover, tax and expendituressolini occupations
