Apr 16, 2004: Rosnet’s website (www.rosnet2000.com) has added live streaming video of dog races and a betting interface to place wagers. Both Florida and U.S. statutes deem these services unlawful, but the ambiguity surrounding Internet gambling laws may provide a safe haven for Rosnet, individual bettors and participating dog tracks. "In my estimation, the services we provide are legal," said Lesley O'Connell, president and CEO of Rosnet. "Actual wagers are made in Oregon and the software application that we provide bettors does not reside in Florida, but in individual computers." Rosnet allows its 30,000 members to open wagering accounts and place bets on races via a link to US Off-Track, a Portland, Oregon.-based simulcasting and wagering hub licensed by the Oregon Racing Commission. Apparently US Off-Track provisioned its wagering application within the Rosnet Web site so that account holders are able to transmit wagering instructions while simultaneously viewing Rosnet data and video streaming. "The rates we pay to the racetracks are significantly higher than standard simulcast host fees." Founded in 1976 to distribute racing and canine data to dog tracks, Rosnet pursued the relationship to cater to "mobile wagering fans," an industry term for bettors who lay bets at tracks all over the country, and from multiple locations.
